New Harbour and Registration Ordinances, 677 (1866) -

Reports satisfactory working.

Although he thought some of the provisions of the new Ordinances were so specially distasteful, he had already informed the Secretary of State that the Harbour Ordinance in particular was working well.

The Laws he thought stiff for allaying the feelings had led to some remonstrances.

They thought to frighten by desertions the Harbour (10/3 copy).
